Who made the Sail Max?
Cell Max was created by Dr. Hedo, the grandson of Dr. Gero. Haido reluctantly built the Sail Max for the Red Ribbon Army, as Sail Max secured the funding needed to build his true passion projects, Gamma 1 and 2. So much more passionate about coming off as a monstrous villain than a clever and cool superhero. Hedo is also reluctant to eliminate or release Cell Max, and it is the magenta that exposes the creature as his final act before dying.
How was Cell Max created?
Cell Max was created using blueprints from the original Cell (which Gohan and the Z Fighters fought back in the original series). However, Dr. Haydow used his talents to improve upon the design of the original cell, creating a more powerful and fearsome version of the classic. Dragon Ball With that being said, there are some nice differences between the two. Cell Max is significantly different from the original cell in size and unwieldy, and its self-destruct abilities are greatly reduced. The original Cell can destroy a planet by self-destruction, while Cell Max can only destroy a large area.

How Strong is Cell Max?
everywhere super hero, we see that Cell Max completely demolishes many of the main characters. Gamma 1, Gamma 2, Goten, Trunks, Krillin, Super Saiyan Gohan, and even Orange Piccolo are no match for the arrogant monster – but he could have been even stronger. According to series creator Akira Toriyama himself (and Translated by Todd Blankenship), the cell max we see could not reach its full potential. If the magenta had not activated Cell Max before the creature died, Toriyama says the entire Cell Max would be stronger than Broly.
